Many people start life with too few opportunities. Poor starting conditions can lead to disrupted life paths, wasted economic potential, and weakened social cohesion. The Initial Capital program helps address these challenges by combining financial support with practical financial education. For each child, the state sets up an account that grows through capital market investments until adulthood. After gaining basic financial knowledge, earning a financial literacy certificate, and building practical experience—such as through a simulated investment account—the funds are transferred into a securities account. The program encourages personal responsibility, opens up opportunities, and supports social mobility—because what ultimately matters is not wealth itself, but the responsible use of financial opportunities.
